Why FOIA matters

Of the 100 metrics in each state profile, approximately 15–20 require FOIA or public records requests. These tend to be the most revealing metrics — county-level geographic disparities, family caregiver demographics, MCO contract provisions, and actual wages paid (not just rates set). Without this data, critical dimensions of the workforce crisis remain invisible.
